The question was not posed and the Mayor did not give any such response. Kamin mentioned that a couple other cities have done trial programs, but did not direct a question to the Mayor on the topic and the Mayor did not respond to her mentioning of trial programs. Also, Kamin allowed as to how the Houston program does, in effect, include a trial program, as there is a pause for reevaluation after 30 [IIRC] kiosks are installed.

I hear what you're saying, but to be fair, public entities had little to do with the Embassy Suites. On the other hand, public entities were much more heavily involved with both the Hilton Americas and the Marriott Marquis.

So, it turns out they are also putting one of these "Original Chop House" restaurants in the Centre at River Oaks, which is apparently what the TDLR page was referring to (albeit with an incorrect address... it should be 3021 Kirby, not 3024).

Yes. It can vary, but according to the Public Works website, the city's right-of-way extends "approximately 16 feet from the back of the curb."

That area has already been addressed. The original plan called for raising those bridges, but from a 2010 article on the Project Brays website: "Furthermore, rather than replacing the S.H. 288 Bridge to accommodate a wider channel, engineers were able to design a wider bayou under the bridge using 67,000 square feet of retaining walls – a more practical and less expensive alternative to reconstructing the bridge, Farid [Project Brays Program Manager] said. “We’re still able to achieve the same hydraulic requirements in the bayou but at a lower cost and with far less disruptions to drivers,” he added." https://www.projectbrays.org/press-releases/the-harris-county-flood-control-district-begins-one-of-the-largest-phases-of-project-brays/

The current (Almeda) bridge will be demolished and replaced with a higher, longer and wider bridge. This will increase the capacity of the channel, allowing for more water to flow under the bridge. The new bridge will include five 11-foot wide lanes, a left turn lane and 10-foot sidewalks. There is indeed a "rehab and restoration" exception to the sidewalk requirements, but it only applies in certain circumstances to "work performed by other governmental entities, political subdivisions, transit authorities, or local government corporations." Perhaps the City or some other governmental entity may have repaired and replaced these portions of the sidewalk in conjunction with the street repairs. That apparently would be allowed by the City ordinance. But the development (Hanover) would have been required to submit sidewalk plans before getting building permits, and I'm pretty sure this "plan" would not be allowed. I am still of the opinion that these will not be the final sidewalks, especially if the utilities are going to be buried. -
I would guess the latter.

That is odd, to say the least. It appears to be new, but it pretty clear does not comply with the city's requirements... -
Seems unlikely. BBP's master plan does not appear to go that far east and that is probably all pretty active Port of Houston property.
