As I recall, there was a hold on the demolition permit, and a clerk was told to call 'someone' who said to ignore it. The owner (knowing that he was circumventing the rules) demolished the property the next day. And had the nerve to gloat over it, saying "it was perfectly legal".I've seen this sort of thing before. A little mix-up, some miscommunication...but once a historic property has been flattened, it cannot be revived. This sort of 'mistake' (if that's to be believed) must not be tolerated.
