From http://cherrycompanies.com/cherry-opens-another-stabilized-material-plant-in-northwest-houston/'>online reports, it's a "pug mill", which kind of makes sense, given the piles of material (sand?) at the facility, except both Google and Bing put 9929 Katy Hockley Road far south of the site.
