that's the way it should be but Coleman was able direct funds for his own agenda.

By law every TIRZ must set aside 1/3 of the allotted funds they receive for use in the development of affordable housing. This aligns with the TIRZ purpose of hyper local development to address urban blight. The TIRZs within Harris county may use that 1/3 allocation anywhere with the boundary of the County, so the development dollars, of that percentage, is not consigned to the TIRZ boundary. Land banking those funds into the third ward makes sense on a fiduciary basis as the cost of land is significantly less east of 288. It also makes some sense as a means of managing gentrification, though this is more debatable.

Looks like Todd Edwards had a plan all along. A plan to embezzle 8.7 million dollars out of the Midtown Development district Tirz. I remember several years ago several of us lamented the fact that the Midtown Tirz was spending so much money in 3rd ward buying up lots instead of putting that money into improving Midtown. Well it looks like the hens have come home to roost for Mr. Edwards and his construction cronies. It sounds like there are some serious questions now about all the vacant lots bought by the TIRZ which we all thought was little uncalled for, sitting idly by.

In the article it said that Kim Ogg of the county and Mayor Whitmire were filing charges against Edwards and his 2 co conspirators, which is probably the first and last time that Whitmire will cooperate with the county since everyone knows of his disdain for all of the county officials.  Apparently this would have been uncovered very easily if the Midtown Tire board hadn't been asleep at the wheel or hypnotized by Todd Edwards. Allegedly expensive homes , vacations and pornography were where the money went right under the comatose Midtown Tire laid in hibernation. 

I'm sure the Tirz will never get any money back from this group of felons. 

The article said that the same type of schemes is probably being conducted in other Tirz, and the city is going to do a full investigation of all.

Too bad they hadn't listened to all the people on this forum complaining several years ago about this highly suspect practice.

The Midtown TIRZ land banking scheme in the Third Ward was largely driven by Garnet Coleman and his desire to prevent any gentrification from occurring East of 288/59. I always thought it was bad planning, especially when none of the properties ever seemed to be developed into something like affordable housing. It did, apparently, provide a means for corruption.

You are absolutely correct about Garnett Coleman and his efforts to buy up property in 3rd ward. I really dont know the details of Edwards situation and if relates to Coleman but I know we went round and round about how bad we thought it was that they were taking money from the Midtown TIRZ.
