I know there are many examples to pull from, but the only one that comes to mind at the moment is Dry Clean Super Center of The Heights. There could be a number of reasons why there's some kind of work being done on the former dry cleaning building at 1411 Richmond Ave. Whatever work that's taking place is unpermitted.
