This is very cool! I never knew Pat Foley developed an apartment building in Midtown. I thought he and his brother only developed department stores.  One for the history books here!

Edit: This is dated March 14, 1914. G.W. Colignon was the architect.

Located on the corner of Isabell Street and Fannin Street.  Looked on Google Earth, and I couldn't find it.

Is there an official address to this building?

Not sure of an exact address but an approximate guess would be 4002 Fannin, which would be the southwest corner of Fannin and Isabella.  3920 Fannin is at the northwest corner of Fannin and Isabella where an apartment building from that era (very similar to your building) still stands today.  Across Fannin is the superblock that is now 4001 Fannin with a midrise apartment building occupying the entire block, the former site of St. Agness Academy.
