Highrise Tower Posted July 20 Share Posted July 20 In 1919, Joseph Finger and James Ruskin Bailey of Finger & Bailey Architects designed the Hortense Apartments. The developer/owner was M.B. Finkelstein and the general contractor/builder was Woodruff & Chambers, Contractors. The apartments also had the address 1720 Clay Avenue.
